Dynamization of Environmental Services Law 3001/06

Paraguay has an already approved law on environmental services that contemplates payments for forest conservation (Law 3001/06). In the almost 10 years since its approval, only 182,000 ha have been certified throughout the national territory; of which only 6% have finally been commercialized. Based on this scenario, the objective of the project is to catalyze the full implementation of the aforementioned Law 3001/06, covering a minimum of 350,000 ha marketed by 2023.

Main Tasks
  • Analysis for the identification of improvements and changes in the legal framework - Law 3001/06.
  • Creation of a platform for the optimization of the certification process.
  • Generation of strategic alliances to deliver the Environmental Services System to indigenous communities and low-income communities.
  • Monitoring and follow-up associated with a technological platform as support.
  • Institutional strengthening and financial sustainability of the project.
  • Communication and knowledge management of the project and the Environmental Services regime.
Main Outputs
  • Expansion of the number of high impact works and activities.
  • Making agreements with representatives of the private sector.
  • Opportunity for an agreement with the Itaipu and Yacyretapara hydroelectric plants.
  • Increase in the number and volume of purchase and sale of certificates from the platform that integrates the supply and demand of certificates.
  • Contribution to the strategic axes and objectives of the PND2030 in reducing poverty and gender equality.
  • Certification of forests in the hands of peasant families in a coordinated work between SEAM, INDERT and INFONA.
  • Opportunity for economic diversification for rural families and indigenous communities with a clear and tangible incentive to conserve their forest.
  • Contribution to the goal of reducing GHG emissions by 20% by 2030.
  • Stimuli to maintain natural forests in areas smaller than 20 ha., And, therefore, certifiable.
  • Substantially increase the number of certified companies by streamlining processes.
  • Efficiency and effectiveness in the monitoring of already certified surfaces connected to an early warning system and an intervention protocol of the authorities with field competencies.
